fix: [Cherry-pick] Add atomic method to get collection target (#29580) ...

Related to #29575

Add `getCollectionTarget` method which is atomic when scope is
`CurrentTargetFirst` or `NextTargetFirst`
Also return error when executor finds no channel in target manager
