enhance: support switching of WAL implementation (#45286 )

Introduce an immutable option to prevent accidental modification of
critical configurations.
Support switching of WAL implementation.

Note: This PR depends on [milvus-proto PR
#503](https://github.com/milvus-io/milvus-proto/pull/503) being merged
first.
