Enhance newDataSyncService (#27277) 
- Add flowgraph.Assemble assembles nodes in flowgraph.go
- remove fgCtx in newDataSyncService
- Add newServiceWithEtcdTickler func, reduce param numbers to 3
- Remove unnecessary params
  - config.maxQueueLength, config.maxParallelish
