enhance: Support new RESTful URL to describe import job (#36753) ...

Support the new RESTful URL for retrieving/describing import progress:
`/v2/vectordb/jobs/import/describe`.
Deprecate the old URL: `/v2/vectordb/jobs/import/get_progress`.
