Implement new method to handle partition removal from next target
without directly modifying current target.
Changes include:
- Add RemovePartitionFromNextTarget method and deprecate RemovePartition
- Update target_observer to use new method for ReleasePartition
operations
- Add unit tests and mock methods for new functionality
This ensures that all changes to next target will propagates to
delegator's query view.

to avoid temporary migration of small table data to new nodes during
their onboarding, only to be moved out again after the large table

this PR only use better compression level for proto msg which is larger
than 1MB, and use a lighter compression level for smaller proto msg,
which could get a better latency in most case.
this PR could reduce the latency from 22.7s to 4.7s with 10000
collctions and each collections has 1000 segments.
before this PR:

cause wrong impl of UpdateCollectionNextTarget, if ReleaseCollection and
UpdateCollectionNextTarget happens at same time, the the released
partition's segment list may be add to target again, and delegator will
be marked as unserviceable due to lack of segment.

before querycoord stop gracefully, we will save the current target to
meta store and recover it after querycoord start up, to speed the
querycoord's recovery time. but the target version hasn't been recovered
as expected, and it use latest timestamp as current target's version,
which has no effect to querycoord but an unnecessary syncTargetVersion
func call.
This PR recover the correct target version to avoid unnecessary
syncTargetVersion func call

`LoadPartitions` does not guarantee the current target has loading
partitions if there are some partitions already loaded before.
This PR check current target contains the partition to load when
advancing loading percentage to 100.

when give scope CurrentTargetFirst/NextTargetFirst, it's expected to
scan both current and next target.
This PR fixed wrong behavior of CurrentTargetFirst/NextTargetFirst in
target manager, which may cause unexpected task generated, and load
collection may stuck forever due to dirty leader view.

after querycoord restart, it will pull a new target, which include
channel and segment list. when segments loaded on querynode has reached
the target, the collection could provide search/query. but if segment
list changes by time, ater querycoord pull a new target, it will takes a
few minutes to catch up the target's segment distribution. and before
that, query/search will fail due to lack of segments.
This PR save the current loaded target to meta storein querycoord's stop
progress, and recover it when query coord starts, to speed up the target
recovery time.
