1. impls the go part of storage for VectorArray
2. impls the collection creation with StructArrayField and VectorArray

This PR mainly enables segcore to support array of vector (read and
write, but not indexing). Now only float vector as the element type is
supported.

This PR introduces two restrictions:
1. Before dropping a collection, all aliases associated with that
collection must be dropped.
2. When creating a collection, if the collection name duplicates any
alias, the collection creation will fail.

- Start channel manager on datacoord, but with empty assign policy in
streaming service.
- Make collection at dropping state can be recovered by flusher to make
sure that
milvus consume the dropCollection message.
- Add backoff for flusher lifetime.
- remove the proxy watcher from timetick at rootcoord in streaming
service.
