### **Description**
- Add `-buildvcs=false` flag to Go test commands in coverage script
- Increase default session TTL from 10s to 15s
- Update SessionTTL parameter default value from 30 to 15

Fix etcd config source didn't respect auth enabled
Also removed pulsar recoverable error when pulsar return ConsumerBusy.
It could happen that pulsar didn't find the original consumer is dead
and recover takes some time.
